Victoria Walker started Trulieve’s Marketing and Community Outreach department three years ago after they opened their first dispensary in Tallahassee.  Victoria has a degree in Marketing and Accounting from the University of Pittsburgh and 15 years of sales and marketing experience with a focus on healthcare.   Her career has been centered around patient care, customer service, product quality and continued improvement of those products and services.  Her transition into the Cannabis space was fueled by a passion to offer alternatives to traditional healthcare and accessibly for all.

Federal roadblocks continue to exist to state-licensed cannabis businesses, yet state liberalization of medical and recreational cannabis continues. My agenda will include a discussion of the status of federal law and the authority of Florida banks to provide banking services to cannabis-related persons and entities. I will also outline best practices around establishing a cannabis lending and deposit program followed by an outlook on the future of cannabis banking.


Anastasia (“Tasia”) Davis Stull is a member of Clark Partington’s Transactional practice group and focuses on business formation and organization, negotiation and transactions, corporate governance, and financial institution consumer compliance, including matters involving medical marijuana. Tasia is proud to return to her hometown on the Gulf Coast after spending almost two decades in Washington, DC, New York, NY and London practicing in the area of financial services.

Tasia practices in the Firm’s Destin office and has represented individual and corporate clients in a wide range of industries including banking, mortgage, securities, and business transactions. She is a dynamic, results-oriented professional whose depth and breadth of experience allows her to provide strategic advice to her clients, in addition to offering practical solutions. Tasia’s clients benefits from her belief that it is important to serve as their trusted advisor and counselor at law.

Before coming to Clark Partington, Tasia was Senior Regulatory Counsel for the Consumer Bankers Association representing the largest retail banks in the U.S. on a myriad of regulatory, compliance and business issues. She also practiced with the law firm Buckley Sandler LLP in its regulatory, litigation and enforcement group, and held a senior position with several prominent consulting firms in both Washington, DC and New York, NY. She was an attorney in the General Counsel’s office of Merrill Lynch International Bank’s Global Private Client group in London, UK and began her career at the Securities and Exchange Commission’s Division of Enforcement.

Tasia was honored to serve as the President and General Counsel of Women in Housing & Finance, Inc. and was on the board’s executive committee for seven years. She earned a Masters of Law with honors in Securities & Financial Regulation from Georgetown University Law Center, a Juris Doctor from Nova Southeastern University and a Bachelor of Arts with honors from the University of South Alabama. She is licensed to practice law in Florida, Washington, DC, and a member of the United States Supreme Court Bar.

In her spare time, Tasia enjoys spending time with her family, traveling, playing golf, and is active in the church and the community. She is a FINRA Dispute Resolution Industry Arbitrator and a Certified Regulatory Compliance Professional (CRCP).

Joshua Linney is a Florida native, born in 1975 in Manatee County where he still resides. He served in the US Army during Operation Iraqi Freedom and as a result now advocates with Veterans For Cannabis for access to medical cannabis which he uses to manage his service related conditions. He's the Director of Web Development and Fundraising with VFC Foundation and oversees their Operation CannHeal outreach to bring medical cannabis access to Florida Veterans to restore quality of life and purpose as a way to reduce suicides and accidental prescription overdoses. Our programs also include education, certifications and career training to prepare Veterans for entrepreneurship in the cannabis inustry, like the VFCUSA product line and other business opportunities.
